ANDREW JOHNSON. Partly Printed Warrant
signed: "Andrew Johnson" as President, 1p, 8½x11. Washington,
D.C., 1866 December 28. Authorizing and directing the Secretary of State
[William H. Seward] "to affix the Seal of the United States to a Warrant for
the unconditional pardon of Stephen Smith...." Article II Section 2 of the
United States Constitution gives the President the "power to grant reprieves and
pardons for offenses against the United States". Prisoners must wait at least
five years after conviction to apply for a pardon, which clears a person's name.
Since a presidential pardon is an official U.S. government document, the
President granting the pardon must order the Secretary of State to affix the
seal of the U.S. to it. Lightly creased. Folds, horizontal fold underlines
"Johnson". Rectangular shading at upper left margin touches 3 words of printed
text. Ink transfer at lower margin, lightly soiled at blank margins. Overall,
fine condition.
