     Document 16533

FRANKLIN D. ROOSEVELT. TLS: "Franklin D. Roosevelt" as Assistant Secretary of the Navy, 1p, 8x10½. Washington, 1918 February 2. To Hon. Clayton L. Wheeler, United States Marshal, Utica, N.Y. In full: "I have your letter of January 30th, in behalf of H.G. Laidlaw, now at Camp Wadsworth, South Carolina. In order for him to secure an appointment to Annapolis, it is necessary to be nominated by either his Senator or Representative in Congress, and I would, therefore, suggest that he immediately get in touch with them and endeavor to secure an appointment from that source. As to West Point, the only way he can be appointed to that institution would be to make known his desire to his commanding officer. In this way, provided he possesses the proper qualifications, his name will be forwarded to the proper officials in Washington for consideration. I am sincerely sorry there is nothing I can do for him at this end, but I should think he would have no trouble, provided he can be recommended by either of his representatives in Congress or his commanding officer." FDR and CLAYTON WHEELER had been colleagues in the New York State Senate (1911-1913). The U.S. Military Academy at West Point was established in 1802. The U.S. Naval Academy at Annapolis was established in 1845. Since Mr. Laidlaw was already in the Army, he would have to go through that branch rather than through his Senator or Congressman if he wanted to go to West Point. Lightly creased. Folds, horizontal fold touches signature. Vertical fold touches the "in" in Franklin. Overall, fine condition.
