JAMES MADISON and JAMES MONROE. Partly Printed DS: "James
Madison" as President and "Jas Monroe" as Secretary of
State, 1p, 10½x14¾. Washington, 1815 July 12. On vellum. In
full: "Suffer the Brig Argo John Salter master or commander of the
burthen of Two hundred and Eighty two 24/95ths tons or
thereabouts mounted with no guns navigated with Eleven men to Pass with
her Company Passengers Goods and Merchandize without any hinderance seisure or
molestation the said Brig appearing by good testimony to belong to one or more
of the Citizens of the United States and to him or them only." Also signed
by the Collector of the Port of Charleston, whose signature is faded. On
verso are three related ADsS of collectors of the District and Port of
Portland and Falmouth, 1817-1820, concerning new masters of the Brig
Argo. This ship's passport authorized the unarmed brig to pass
unmolested through international waters. With the Treaty of Ghent (signed on
December 24, 1814) ending the War of 1812 and the peace treaties arranged by
Commodore Stephen Decatur with the leaders of Algiers, Tunis and Tripoli (June
30-August 5, 1815), American ship masters no longer had to fear attacks by
the British or Barbary Coast pirates. "President Madison's War", fought
primarily over commerce, was over, and Secretary of State James Monroe's
election as fifth U.S. President in 1816 ushered in the "Era of Good
Feeling". Dark signatures of Madison and Monroe, fold through "J" of
Madison's signature. Scalloped at top edge. 2¼-inch diameter paper seal affixed
with red wax at lower left. Tape stains at perimeter with inlaid impression from
prior framing. Overall, fine condition.
