RICHARD NIXON and JOHN N. IRWIN II. Partly
Printed DS: "Richard Nixon" as President and "John N. Irwin
II" as Acting Secretary of State, 1p, 22¾x18. On vellum.
Washington, 1972 October 5. Appointment of Chester M. Wiggin, Jr. of New
Hampshire as an Interstate Commerce Commissioner. IRWIN, nephew of IBM's
founder Thomas J. Watson, was Nixon's Special Emissary to Peru (1971), Under
Secretary of State (1972), Deputy Secretary of State (1972-1973) and U.S.
Ambassador to France (1973-1974). The Interstate Commerce Commission, the first
regulatory commission in U.S. history, was established in 1887 as a result of
mounting public indignation in the 1880s against railroad malpractices and
abuses. In 1966, the ICC's safety functions were transferred to the new
Department of Transportation. Its powers over rates and routes in rails and
trucking were curtailed in 1980 by the Staggers Rail Act and Motor Carriers Act.
Most ICC control over interstate trucking was abandoned in 1994 and the agency
was terminated at the end of 1995. Lightly stained at lower blank margin, stray
½-inch smudge at blank right margin. Fine condition.
