Document 23698 LUIS BATLLE BERRES President of Uruguay, 1947-1951. Caricature signed with five word sentiment in Spanish (translated): "To my enemy/with affection/"Luis Batlle B". Black ink with gray shading, 8x10. Drawn from life on art board by caricaturist Jack Rosen, head of Security at New York's Waldorf-Astoria Hotel. Rosen personally escorted important guests to their rooms, sketched them in the elevator, finished the drawing at home and got it autographed. Tomás Berreta, elected President of Uruguay in 1946, died five months after taking office. Vice President Luis Batlle Berres (1897-1964) completed the remainder of Berreta's term (August 2, 1947 to March 1, 1951). An economic boom, based on high U.S. wool prices stimulated by the Korean War, enabled Batlle Berres to buy the British-owned railroads and public utilities, inaugurate new state enterprises, encourage industrialization, subsidize agriculture and lower food prices. There was full employment. In 1951, constitutional reform replaced the presidency with a nine-member executive. From March 1, 1955 to March 1, 1956, Batlle Berres was President of the National Council of Government of Uruguay. Glue stain and pencil notations by Rosen noting the inscription and date "Dec. 9, 1955" are on verso (no show through). Lightly soiled. Chipped at upper left blank edge. Overall, fine condition.
