Document 15450 JAMES MONROE Appointment of a Lieutenant in the State Militia. Partly Printed DS: "Jas Monroe" as Governor of Virginia, 1p, 8x12¾. Richmond, 1801 October 17. To David Chisholm. In full: "Know You, that from the special trust and confidence, reposed in your fidelity, courage, activity, and good conduct, and upon the recommendation of the Court of the county of Hanover, our Governor, in pursuance of the act for regulating the militia of this Commonwealth, doth appoint you the said David Chisholm Lieutenant in the Battalion of the 74th Regiment, in the second Brigade and fourth Division of the said militia, to take rank as such agreeably to the number and date hereof from the 18th day of October in the year 1800." Monroe was Governor of Virginia from 1799-1802 and again from January to March 1811, when President Madison appointed him Secretary of State. The most noteworthy occurrence during his first administration was the suppression of a slave insurrection threatening the city of Richmond. In 1792, Congress enacted a law to the effect that all free, able-bodied, white male citizens between 18 and 45 years of age were to be enrolled in the militia by local authorities and that the units were to be organized by the state governors, thus committing the United States to the militia concept for defense. Lightly creased. Folds. Mid-horizontal fold had separated and was inexpertly affixed with plastic tape on verso which has stained 3 lines of text. Tape repairs at upper vertical folds on verso lightly show through to blank margin. Mounting strip along verso's right edge lightly shows through. Soiled, nicked edges.
