     Document 43284

JAMES MONROE and RICHARD RUSH. Partly Printed DS: "James Monroe" as President and "Richard Rush" as Acting Secretary of State, 1p, 21x16¾. Four-language ship's papers (French, Spanish, English, Dutch) issued from Providence, Rhode Island, 1817 August 2, signed earlier in Washington by Monroe and Rush. Countersigned by Thomas Coles as Collector of the Port of Providence. In part: "Be it known, That leave and permission are hereby given to John H. Ormsbie master or commander of the Ship called Ana of the burthen of 351 tons, or thereabouts, lying at present in the port of Providence bound for Hamburg & East Indies and laden with Merchandise...." The document attests that the ship is a U.S. vessel and that Ormsbie has sworn upon oath "that no subjects of the present belligerent powers have any part or porion (sic, portion) therein, directly nor indirectly, so may God Almighty help him...." RUSH was appointed Attorney General by President Madison in 1814 and was reappointed by MONROE in 1817. U.S. Minister to England John Quincy Adams had been appointed Secretary of State by Monroe in March, but did not return to Washington until September 22, 1817, so Attorney General Rush acted as Secretary of State until Adams' return. Lightly creased. Folds, vertical folds touch the "M" in Monroe, the "u" and "h" in Rush and the "h" in Thomas of Coles' signature, which has light "haloing" of ink at the "Th". Stray ink marks above Monroe's signature. Chipped at edges, light transference from seal at blank mid-right margin. Darkly penned and signed.
