as President, 1p, 7x10½. The White House, Washington, 1973 April 10.
To Honorable James Haley, House of Representatives. In full: "I am
grateful for your courageous vote today to sustain my veto of the Rural Water
and Sewer grant program. Your action demonstrates your commitment to oppose
unnecessary programs which could result in tax increases and high inflation for
the American taxpayer. As you know, there are other federal programs which may
be used to provide assistance to rural communities with urgent needs for water
and sewer facilities - programs that do not have the adverse budgetary impact of
the vetoed legislation. The fact that this veto was sustained is proof that
working together, the President and responsible members of the Congress can hold
the line for sound, sensible fiscal policy. I appreciate the forthright stand
you took today and look forward to your continued support in our battle to keep
down taxes and inflation." To help influence the congressional vote in
favor of Nixon's position, on April 9th, Secretary of Agriculture Earl L. Butz
announced the availability of Federal loans for rural sewer facilities. This was
an alternative means of financing. The House vote was taken on April 10th:
225 to override and 189 to sustain, 51 votes short of the two-thirds
necessary to override President NIXON's veto. To read Nixon's April 5,

Democrat JAMES HALEY (1899-1981) represented Florida in the House from
1953-1977. During his five years and 201 days in the White House, President
Nixon vetoed 42 bills passed by the Democratically controlled Congress; 36 were
sustained. Paper clip rust stain on verso lightly shows through above return
