Document 80375 PER BORTEN Norwegian Prime Minister opposed to Common Market membership. Envelope Panel signed: "Per Borten/Prime M./Noreway", 5¾x4 inexpertly affixed to 6½x4 sheet. Signed beneath a 1¾x2½ b/w photograph affixed to the panel, which has also has a newspaper clipping affixed at upper right corner and a printed description of Norway affixed at lower left corner. Also signed at the upper left: "Victor W. Crozford/29.19.70" as Minister of State. Postmarked Oslo, Norway, October 30, 1970. Per Borten served as Prime Minister of Norway from October 12, 1965 to March 17, 1971, when he resigned after he admitted handing a confidential report on Norway's Common Market application to a leader of the anti-Common Market movement. Borten had preferred Nordok (Nordic economic cooperation) as an alternative to European Common Market membership. Denmark, Finland, Iceland, Norway and Sweden had formed the Nordic Council in the 1950s. Denmark, Finland and Sweden are Common Market members; Norway and Iceland are not.
