I appreciate your warm words of support and your comments about civil rights legislation. I hope that the anti-discrimination bill that we have proposed will be given more comprehensive consideration by the Senate. I share your high regard for Governor Hayden. He is an outstanding public servant, and America stands to gain from his leadership in protecting our Nation's wildlife and in enhancing its parks. Barbara joins me in sending best wishes. God bless you." The 1991 Civil Rights Act, referenced by President Bush in this letter, permitted jury trials and let plaintiffs seek punitive damages (for as much as $300,000) in employment-discrimination suits. MICHAEL HAYDEN served as Governor of Kansas from 1988-1992. Following his term as Governor, Hayden was appointed by President Bush as Assistant Secretary of the Interior for Fish, Wildlife and Parks, serving from 1992-1993.
