GERALD R. FORD
President thanks Republican Congressman for voting to sustain his veto of a public health bill.
TLS: "Jerry Ford" as 38th U.S. President, 1p, 6¾x8¾. The White House, Washington, 1975 August 5. To Congressman Edwin D. Eshleman, Washington, D.C. In full: "Your support of my veto of S. 66, a bill to amend the Public Health Service Act to provide support for health services, nurse training, and the National Health Service Corps program, was appreciated and I am grateful for your assistance. Although my veto was not sustained, your vote indicates that you share the vital goals of fiscal restraint and responsible budget control. If we are to contain inflation and its damaging effects on the economy and the American people, we must continue to work for reduced federal spending. I am pleased that I can count on your support for desirable programs, budgeted at responsible and fiscally attainable levels." EDWIN DUING ESHLEMAN (1920-1985) represented Pennsylvania in Congress as a Republican from 1967-1977. Article I Section 7 of the Constitution provides that "Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; if he approves he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated...If after such Reconsideration two thirds of that House shall agree to that Bill, it shall be sent, together with the Objections, to the other House...and if approved by two thirds of that House, it shall become a Law." During his two years and 164 days in office (only W.H. Harrison, Garfield, Taylor and Harding served less), President Ford vetoed 66 bills. Twelve bills, including the one mentioned by Ford in this letter, were passed over his veto. Only Andrew Johnson had more vetoes not sustained by Congress (15); Truman also had 12. Fine condition.
