Document 13588 JAMES A. GARFIELD Advises that fellow Ohio Congressman Shellabarger is the person to review an appointment. ALS: "J.A. Garfield" as U.S. Congressman, 2p, 5x8, separate sheets. House of Representatives, Committee of Ways and Means, 1866 March 22. To Tom. In full: "Your letter of Feb. 28th came a long time ago but on account of the great pressure of business for the last few weeks you, as well as every one else, have been neglected. The way to obtain the position you ask for, I think will be to apply to the Congressman from your District. If you send reccommendations (sic) to Shellabarger I think you will be successful. I will gladly give my name to aid him in helping you to the place." SAMUEL SHELLABARGER was Republican Congressman from Ohio (1861-1863, 1865-1869, 1871-1873). JAMES A. GARFIELD had been elected as a Republican to Congress on November 4, 1862 but chose to remain in the Army. He was commissioned Major General on September 19, 1863 but resigned 11 weeks later, on December 5, 1863, to take his seat in Congress. Congressman Garfield was reelected seven times. On January 13, 1880, the Ohio legislature elected him U.S. Senator to serve from March 4, 1881. However, on November 2, 1880, Senator-elect Congressman Garfield was elected 20th U.S. President.
