Document 32404 JAMES BUCHANAN The President writes to the King of Burma the year the latter founded his new capital city of Mandalay. Partly Printed Presidential Warrant signed: "James Buchanan" as 15th U.S. President, 1p, 8x10. Washington, 1857 May 19. In full: "I hereby authorize and direct the Secretary of State [Lewis Cass] to affix the Seal of the United States to the Envelope of a letter, dated today, addressed by me to His Majesty the King of Ava, dated this day and signed by me and for so doing this shall be his warrant." MINDON MIN succeeded his brother Bagan Min as King of Ava (Burma) in 1853. During his reign from 1853-1878, he modernized the Burmese system of government. In 1857, he founded the city of Mandalay on the Irrawaddy River and made it his capital city, transferring to it the seat of government from Rangoon. Fragile. Shaded at folds and edges. Nicked at left and right edges. Some separation at left and right margins at horizontal folds affecting no text. Diagonal creases at three corners and adjacent areas do not touch signature.
