Document 32702 ULYSSES S. GRANT and HAMILTON FISH Appointment of the Deputy Postmaster at Troy, Pennsylvania. Partly Printed DS: "U.S. Grant" as 18th U.S. President and "Hamilton Fish" as Secretary of State, 1p, 17x11. Washington, 1869 March 26. In part: "Know ye, That, reposing special trust and confidence in the Integrity, Ability, and Punctuality of Charles F. Sayles, I have nominated, and, by and with the advice and consent of the Senate, do appoint him Deputy Postmaster at Troy, in the State of Pennsylvania...." One of Grant's early appointments, penned just 22 days after his inauguration. Troy is in the northeast section of Pennsylvania, near the New York border. The government had the monopoly on the post office. In 1872, three years after this appointment, an ordinance stated that the Congress had the sole and exclusive right and power to establish and regulate post offices, and the Post Office Department was established as a separate government agency. With this legislation, the Secretary of State no longer signed postal appointments. It then fell to the Postmaster General. HAMILTON FISH served Grant as Secretary of State throughout his two administrations from 1869-1877. White seal, 2½-inch diameter, affixed at lower left. Light stain at upper folds, lightly creased.
