ANDREW JOHNSON
He recommends to his Cabinet the employment of a young lady during time when his powers were questioned.
Manuscript DS: "Andrew Johnson" as President, 1p, 3¼x7¾. Executive Mansion, 1867 December 30. In full: "Respectfully referred to the Heads of the several Departments with the earnest hope that it may be found consistent with the public interests to give employment to this young person." Docketed in unidentified hand on 3¼x7¾ integral sheet at right: "Miss Minnie Reagan/by/Andrew Johnson/&/Rev. B.F. Wiget". Evidently, Rev. B.F. Wiget had written to President Johnson to recommend Miss Minnie Reagan for government employment. The President wrote this recommendation to his Cabinet when his legal relationship with it was in question. In March of 1867, the Tenure of Office Act was passed over his veto. As a result, the President could not remove a Cabinet member without Senate approval. Johnson suspended Secretary of War Edwin M. Stanton in August during a Congressional recess. The House Judiciary Committee had recommended Johnson's impeachment in November but the House refused. Eleven days after Johnson wrote the recommendation, the Senate Committee on Military Affairs exonerated suspended Secretary of War Stanton in his struggle with the President and two days later, on January 13, 1868, the Senate refused to ratify Johnson's suspension. Interestingly, but for Stanton, Johnson worked well with the rest of the Cabinet. In fact, his Cabinet members, except for Stanton, wanted to testify in his favor during his impeachment but were denied their day in court by Chief Justice Salmon P. Chase. Lightly soiled. Stain just touches the "son" in Johnson, else fine condition.
