GERALD R. FORD
Commemorating the 1975 Helsinki Accords.
Philatelic Envelope signed: "Gerald R. Ford", 6¼x4½, honoring the
meeting of Soviet leader Leonid Brezhnev and President Ford in Helsinki, Finland
on July 30, 1975. Multicolored Finnish stamp fostering "Security and
Cooperation in Europe", postmarked Helsinki, July 30, 1975, with
cancellation reproducing the words on the stamp. Printed notation in upper left:
"Helsinki Summit/July 30, 1975/Helsinki, Finland". Helsinki was the
largest summit to date. The United States, Soviet Union, Canada and 32 European
countries signed the Helsinki Accords as the final act of the Conference on
Security and Cooperation in Europe that began two years earlier. Though
non-binding, it outlined a broad basis for peaceful relations in Europe. It
included respect for human rights, recognition of existing European frontiers
and the promise to give 21 days notice of military maneuvers by more than 25,000
men by either the East or West bloc. After signing the Accords, President Ford
declared: "Peace is not a piece of paper." Each side later accused the other of
violating these accords. Lightly creased at upper portion, else in fine
condition.
