Document 13540 CHESTER A. ARTHUR 21st President, 1881-1885. Engraving signed: "Chester A. Arthur" as 21st U.S. President, 4½x3. Northeast view of the White House. After President Garfield's death, Vice President Arthur was sworn in as President at his residence, 123 Lexington Avenue, New York City, at 2 A.M., September 20, 1881. From Appleton's Cyclopędia of American Biography (New York: 1887): "In person, Mr. Arthur was tall, large, well-proportioned, and of distinguished presence. His manners were always affable. He was genial in domestic and social life, and warmly beloved by his personal friends. He conducted his official intercourse with unvarying courtesy and dispensed the liberal hospitalities of the Executive Mansion with ease and dignity, and in such a way as to meet universal commendation from citizens and foreigners alike."
