JAMES MADISON and BENJAMIN W. CROWNINSHIELD
President Madison appoints a Master Commandant in the Navy during the War of 1812.
Partly Printed DS: "James Madison" as fourth U.S. President and "B.W. Crowninshield" as Secretary of the Navy, 1p, 12½x17. Washington, 1814 December 10. On vellum. In part: "Know Ye, That reposing special Trust and Confidence in the Patriotism, Valour, Fidelity and Abilities of David Deacon, I have nominated, and by and with the Advice and Consent of the Senate, do appoint him a Master Commandant in the Navy in the Service of the United States...." From the Journal of the Executive Proceedings of the Senate of the United States of America: On January 7, 1807, President Jefferson nominated DAVID DEACON to be Lieutenant in the Navy. On November 14, 1814, President Madison sent to the U.S. Senate his nomination of Lieutenant Deacon to be Master Commandant in the Navy. The nomination was referred to Georgia Senator Charles Tait, Chairman of the Committee on Naval Affairs. On December 10, 1814, with three other appointments, it was "Resolved, That the Senate do advise and consent to the appointments". On January 26, 1826, President John Q. Adams appointed Master Commandant Deacon as a Captain in the Navy and Mathew C. Perry to succeed Deacon as Master Commandant. Captain Deacon served in the Navy until his death in 1840. When President Madison signed this naval appointment, the U.S. was at war with England. BENJAMIN WILLIAM CROWNINSHIELD (1772-1851), son of a sea captain and merchant, had worked in the family shipping business and served at sea before being nominated as Secretary of the Navy by President Madison on December 15, 1814. Crowninshield, in one of his first acts, signed at the lower left beneath the words: "The lowest number of the same date gives rank". Creased with folds. Folds do not touch signatures. Lightly soiled. Framed in the Gallery of History style: 30¼x25¼.
