Document 13663 THEODORE ROOSEVELT and ELIHU ROOT Appointment of a Chief of Artillery with the rank of Brigadier General signed by two Nobel Peace Prize winners. Partly Printed DS: "Theodore Roosevelt" as President and "Elihu Root" as Secretary of War, 1p, 15½x19¼. On vellum. Washington, 1903 February 27. In part: "Know Ye, That reposing special trust and confidence in the patriotism, valor, fidelity, and abilities of Wallace F. Randolph, I have nominated and by and with the advice and consent of the Senate do appoint him Chief of Artillery with the rank of Brigadier General in the service of the United States...." ROOT served as Secretary of War under McKinley and Roosevelt (1899-1904). The early 1900s was a period of reorganization for the Army. Under Secretary Root, Congress approved the adoption of a general staff system and the appointment of Chief of Staff to replace the commanding General of the Army. Six months after this document, the first Chief of Staff was appointed. Root was Secretary of State under Roosevelt (1905-1909). He then served as President of the Carnegie Endowment for International Peace (1910-1925). Root was awarded the 1912 Nobel Peace Prize for his efforts six years after Roosevelt had been the first American to win the same award. Creased at top blank margin. Stained at top left edge.
