Document 4859 WILLIAM McKINLEY and ELIHU ROOT Appointment of a First Lieutenant of Infantry. Partly Printed DS: "William McKinley" as President and "Elihu Root" as Secretary of War, 1p, 15x18¼. Washington, 1899 December 26. Countersigned: "H C Corbin" as Adjutant General in docket at top. On vellum. In part: "Know Ye, that reposing special trust and confidence in the patriotism, valor, fidelity and abilities of John R.R. Hannay, I have nominated and by and with the advice and consent of the Senate, do appoint him First Lieutenant of Infantry in the service of the United States: to rank as such from the second day of March eighteen hundred and ninety-nine...." The U.S. Army Transport John R.R. Hannay, built in the Kearny, New Jersey shipyard in 1919, saw duty in World War II, supplying Army bases from Puerto Rico along the Windward Island chain to Trinidad. ELIHU ROOT (1845-1937) was McKinley and Theodore Roosevelt's Secretary of War from August 1, 1899 to 1904 and Roosevelt's Secretary of State (1905-1909). While serving as President of the Carnegie Endowment for International Peace (1910-1925), he was awarded the 1912 Nobel Peace Prize. During the Spanish-American War, President McKinley depended on Adjutant General HENRY C. CORBIN when it came to military matters. Frequently, it was Corbin who ordered military movements, not Secretary of War Alger, Root's predecessor. Corbin served as Adjutant General from 1898-1904. Shaded and soiled at edges from prior framing. Lightly creased at blank margins. Lower left corner missing. Other corners show repairs. Seal scuffed but intact. Overall, fine condition.
