CHRISTOPHER G. MEMMINGER. ANS: "C.G.
Memminger/Secty Treas." as Confederate Secretary of the Treasury, 1p,
3x5. No place, 1864 April 19. [To President Jefferson Davis] In
full: "The Secty of the Treasury respectfully submits copies of three
letters here with which will fully inform the President as to this case. They
are 1 Letter of the Collector 2d Reply. 3. Letter to Genl Whiting." A
drafter of the Constitution of the Confederate States, MEMMINGER served as
Secretary of the Treasury from 1861 until his resignation in June 1864. MAJOR
GENERAL WILLIAM H.C. WHITING built Fort Fisher, Wilmington, North Carolina,
of which he took command in the autumn of 1864. The first letter mentioned
may have been from the Collector of the Port of Wilmington. Whiting defended the
fort during the unsuccessful December, 1864 attack by General Benjamin F.
