FRANKLIN D. ROOSEVELT. Typed Message signed: "Franklin D. Roosevelt" and "FDR" as Governor of New York, 1p, 7½x9¾ [Albany], no date. In full: "I am returning herewith, without my approval, Senate Bill Introductory Number 616, Printed Number 653, entitled: 'AN ACT to authorize the town board of any town within the county of Westchester upon the recommendation of the town superintendent of highways to acquire real property by purchase or condemnation and erect thereon a proper building for the storage of trucks, tools and highway machinery owned by such town, the cost of which shall not exceed three per centum of the assessed valuation of property within such town, to authorize the issuance of certificates of indebtedness and bonds to pay the cost of such property and buildings, and to provide a tax for the payment thereof.' and Senate Bill Introductory Number 623, Printed Number 660, entitled: 'AN ACT to amend the town law, in relation to the acquisition of real property and the erection of a town house in towns of the county of Westchester and the appropriation of money and the issuance of bonds for the payment of such real property and town house.' NOT APPROVED: The erection of buildings and the purchase of sites sought to be authorized by these bills through direct action of the town boards can now be done through vote of town meetings. I am unwilling, in view of the proposals to reorganize town and county government in Westchester County, to grant further summary powers to the town boards. The bills are therefore disapproved." Town meetings predated all elected and appointed legislative bodies in America. Colonists would hold town meetings to disseminate information and vote on resolutions which would affect the town. By these vetoes, Governor Roosevelt kept the power to purchase property and erect buildings in New York State town meetings already had, refusing to grant further powers to the town boards. Roosevelt has made one correction adding the words: "proposals to reorganize" initialing his correction "FDR" in the right margin. A large "X" in red crayon has been drawn across the page, from corner to corner. Mounting remnants on verso lightly show through to the "evelt". ¾-inch ink stain at upper left.
