JAMES BUCHANAN and LEWIS CASS. Manuscript DS: "James Buchanan" as President and "Lew Cass" as Secretary of State, 1½p, 10¾x16½ (front and verso). Washington, 1859 August 16. Appointment of Alexander Dimitry as Minister Resident of the United States to the Republic of Nicaragua, authorizing him "to meet and confer with any person or persons duly authorized by the government of that Republic...to agree, treat, consult and negotiate of and concerning claims of citizens of the United States upon the Republic of Nicaragua, and to conclude and sign a Convention or Conventions touching the premises; transmitting the same to the President of the United States...." As this appointment was made during a recess of Congress to fill a vacancy, President BUCHANAN submitted Dimitry's appointment as Minister Resident to Nicaragua as well as his appointment as Minister Resident to Costa Rica to the Senate on December 19, 1859. A resident of Louisiana, Dimitry asked to be recalled in 1861 at the start of the Civil War. Dimitry served the Confederacy as Assistant Postmaster General. LEWIS CASS, unsuccessful Democratic presidential candidate in 1848, had been Governor of Michigan Territory (1813-1831), Jackson's Secretary of War (1831-1836), U.S. Minister to France (1836-1842) and U.S. Senator (1845-1848, 1849-1857) before serving as Buchanan's Secretary of State (1857-1860). Creased, lightly soiled, folds. Mid-horizontal shows partial separation which was inexpertly repaired with tape on verso touching Cass' signature. Vertical fold touches "J" of Buchanan's 5-inch signature. The same fold at upper margin shows 1½-inch partial separation (all intact). Fine 3-inch seal.
