JAMES MADISON and ROBERT SMITH. Partly Printed Four-Language Ship's Papers signed: "James Madison" as President and "R Smith" as Secretary of State, 1p, 20x16. Signed in Washington but issued in New York, 1809 November 7. In part: "Be it known, That leave and permission are hereby given to Timothy Thaler master or commander of the Brig called the Camalia of the burthen of 309 tons or thereabouts, lying at present in the port of New York bound for St. Sebastian and laden with Ashes, Tobacco, & Cotton...." Countersigned: "David Gelston" as Collector of the Port of New York. Text in four columns, from left to right: French, Spanish, English and Dutch. Issued just six months after President Jefferson signed the Non-intercourse Act, which repealed the domestically contested Embargo Acts. The act reopened all overseas commerce to American shipping except to France and England. The two countries' harassment of American shipping placed America at war with Great Britain in 1812. ROBERT SMITH served as Madison's Secretary of State from 1809-1811. DAVID GELSTON served as Collector of the port of New York from 1801-1820. Two paper seals at left affixed with red wax. Minor tears at edges, smudge to the right of Gelston's signature. Minor repairs at separations of folds on verso, slight browning and fraying at right edge. Folds do not touch signatures.
