RUTHERFORD B. HAYES. Partly Printed Presidential Warrant signed:
"R B Hayes" as President, 1p, 8x9¾. Washington, 1881 February
16. In full: "I hereby authorize and direct the Secretary of State
[William M. Evarts]to cause the Seal of the United States to be affixed
to warrants for the pardon of George W. Reynolds and Thomas Sullivan, dated this
day, and signed by me and for so doing this shall be his warrant." Hayes
issued 893 pardons during his one four-year term in the White House, more
pardons than any of his predecessors granted except for Grant who issued 1,332
pardons in eight years. This pardon was issued with 16 days left in Hayes'
presidential term. Shaded blank left corner. Fine condition.
