WILLIAM H. TAFT and BEEKMAN WINTHROP. Partly
Printed DS: "Wm H. Taft" as President and "Beekman
Winthrop" as Secretary of the Navy, 1p, 15½x19. On vellum.
Washington, 1911 April 13. Appointment of John H. Moore as "Commander
in the Navy on the Retired List". Taft had served as Roosevelt's
Secretary of War from 1904-1908. On December 16, 1907, President Roosevelt sent
the Great White Fleet of 16 battleships on a cruise around the world, returning
home on February 22, 1909. Its presence sent a message to the world,
especially to Japan, that the United States was an important international
power. From the tour the Navy learned that it was too dependent upon foreign
supplies and that in case of war, a more balanced distribution of vessels would
be needed including destroyer escorts and a supply network. As President,
Taft further expanded the Navy. Horizontal folds do not touch signature.
Fine 2¼-inch seal. Fine condition.
